Why is my hot water not coming from my hot tap?

I have no water coming from my hot taps at all – cold water works fine. It looks like the hot tank is empty – we don’t have a combi boiler and it’s quite an old system. After a bit of research I guessed that this might be an air lock so I tried the trick of covering a mixer tap so the cold water is forced back down the hot pipe.
