Why is my game not running on Steam?

So I played the game for awhile, but when I exited the game, I couldn’t shut down steam because it said the game was running. The game didn’t show up in task manager, so I forced steam to close through task manager. Then I restarted steam, and now the same thing is happening. It says the game is running, when it is clearly not.
