What is underneath a foundation?
The slab is probably the easiest foundation to build. It is a flat concrete pad poured directly on the ground. A 4- or 6-inch layer of gravel lies beneath the slab. A 4-millimeter sheet of plastic lies between the concrete and the gravel to keep moisture out.
How do I get a water line under my foundation?
Cut a hole through the soil under the slab foundation using a high-pressure washer. Place the hose end to the soil under the slab foundation and turn the washer on. The high-pressure water will cut a hole through the soil through which you can lead the new line under the foundation.

As long as the concrete pours correctly and the line supports minimal weight, it should be fine. The pipe should also be sealed appropriately at any joints to ensure that water from the wet concrete does not seep into any joints damaging the seal of the line.
Is it OK to run pipes below column footings?

Where are footings supposed to be below ground level?
On rock or such other weather-resisting natural ground, removal of the top soil may be all that is required. In such cases, the surface shall be cleaned, so as to provide a suitable bearing. Usually footings are located at depths of 1.5 to 2.0 meters below natural ground level. 11.4 Pressure Distribution Below Footings
What is tension at the bottom of a footing?
S = The section modulus of the bottom of the footing. If M/S exceeds P/A, then P/A – M/S results in tension, which is generally not possible at the footing/soil interface. This interface is generally only able to transmit compression, not tension.
